Designated Exempt Entity Registration of Construction Contracts Introduction This system is used by designated exempt entities to prepare exemption certificates and authorization letters to contractors and subcontractors of construction projects. Use of these exemption certificates will allow the contractor/subcontractor to purchase building materials tax-free and eliminate the need for the designated exempt entity to apply for a refund of sales tax because tax will no longer be included in the contract cost. New Users Designated Exempt Entities will be required to complete a one-time online registration to request a UserID and Password. UserID and Password are assigned one to two days from the date the Iowa Department of Revenue received the new application request. Once the UserID and Password have been issued, users can access the application as registered users. Registered Users If you have already been assigned a UserID and Password, click the start button to proceed to the Logon Page to start using this application.
